"The Final Frontier" was a failure on many fronts, and with the Next Generation really proving successful on TV, there was no reason not to give a better sign off for the original crew. Nicholas Meyer returned to Star Trek, to close up the film series of the Original Cast. It was a wise choice.
TNG had by this time shown that there is a treaty between Klingons and the Federation. This film shows the turbulent tale of how that treaty came to be. It has a murder mystery, ripping adventure, courtroom drama, and political espionage…it is a truly great film, very enjoyable. Chang is a fantastic villain, and Gorkon was an interesting character before he was assassinated.
It is also a great way to tie up the story of the original cast, to complete the aging themes that began in "Wrath of Khan", while simultaneously bridging a gap in Trek-lore (towards TNG), and giving a great goodbye to the characters that made Star Trek what it was 25 or so years prior. To me, it doesn’t really matter that the original series got cancelled and that the last episode was a body swap between Kirk and some Lady…because THIS is the series finale. This is how these characters got closure. It is one of the best.
