They were building up to this moment. They hinted about the Ferengi. Having some kind of peace between Klingons and the Federation meant they needed that new recurring foe…the Ferengi. They made subtle references building up to these guys being totally bad ass and scary, and then we finally meet them in this episode!
And they are total assholes. They spend the whole episode hopping around, acting like idiots, and being generally non-scary. What the hell happened? Where was the disconnect between the writers, the make up person who gave them goofy looking ears, the director who made them just hop and move their hands in goofy ways…what happened?
Most involved agree that this episode was a fiasco, in trying to introduce a new recurring villain they just made a joke out of the Ferengi, the show, and themselves.
