Assignment: Earth is an average episode. It has some good suspense, but the whole Gary Seven thing just doesn’t work too well. It was designed by Roddenberry to work as a sort of pilot for a spin off, and then it feels like the Star Trek story was shoehorned in. It’s a bad mix.
The story itself could have maybe worked if it was a purely Trek story, or a purely Gary Seven story, but as mix it just feels jarring. That’s not to say it doesn’t have some high points, but not enough. Also the whole routine-ness of the Enterprise doing some kind of Time Travel duty makes no real sense in Star Trek context.
