The Maquis were first created in DS9. I’ll explain more about them in their debut episode from that series later. All you need to know is that they are a dissenting faction of the federation opposed to the Cardassians.
The story revolves around Ro and Picard…and Ro’s split feelings…torn between her loyalty to Picard, and her passion and loyalty to her people…her knowledge of what the Cardassians are capable of (something she learned during their occupation of Bajor). She doesn’t like Cardassians, she spent her whole life hating them as they occupied and almost destroyed her planet and people.
In the end she makes her choice…the Maquis. The final moment of a disappointed and hurt Picard reflecting on her decision is fantastic. What a great episode to finish up the season before the big finale.
