A new recurring character is introduced in this episode. Ro Laren. It also marks the first appearance of her race of people, the Bajorans, in the series as well. They would go on to have a very prominent role in DS9.
So we get this ensign with a shaky past in Starfleet who is used to help track down some Bajoran terrorists. It is a strong episode that introduces a strong character to the show, one that doesn’t always fit in with the rest of the cast…with good results.
It is also the first time we understand the former long standing confrontation between the people of Bajor and Cardassia.
