This one is okay. It would fall into the category of “average TNG episode”. An escaped prisoner who was trained to kill in the army can’t turn the switch off, and he must continually fight for his survival.
It has some weird ideas but I think it managed to pull them off. Certainly not the strongest episode, but could never be classified as the worst.
